Why are these changes needed?

pandas-dev/pandas#55389 change ExtensionArrayFormatter to _ExtensionArrayFormatter

so that: pandas version <= 2.1.4 ExtensionArrayFormatter
pandas version > 2.1.4 _ExtensionArrayFormatter

yes, should already be fixed in ray 2.10 / master: #42892
