darnit, that didn't work

okay, in d50df0b I took a different approach: README.md and CONTRIBUTING.md are now identical plain files

although I merged this without discussion, I'm happy to have that discussion now and revert and/or adjust, according to consensus @scala/admins

by the way, I also changed the repo description to "Scala 2 bug reports only. Please, no questions — proper bug reports only."
