Future of wwplot

Options:

1. Upgrade wwplot to create svg images
2. Rewrite wwplot so that it used tikz under the hood
3. Leave wwplot alone, and encourage tikz use instead

Should this now be closed with Plots being the future? Next step will be to make wwplot just use plots under the hood.

I'd say leave it open until wwplot is actually using plots. Lets quote openwebwork/pg#1245 to note that this is underway.
