Describe the bug

Basic workflow has an issue with the configuration.

To Reproduce

Steps to reproduce the behavior:

1. Go to samples/python/02.echo-bot.
2. Install needed dependencies.
3. In the 02.echo-bot folder, run python app.py.

Expected behavior

A running localhost process to locally test in the Bot Emulator Framework.
