What kind of change does this PR introduce?
This PR enhances the user interface of the Tools page sidebar in two key ways:
1. Hover Animations:
Added smooth transition effects to sidebar elements including dropdown items, checkboxes, filter buttons. This aligns the visual experience with the rest of the site (e.g., the Specification and Docs pages).
2. Accordion Dropdown Behavior:
Updated the filter dropdowns to behave like an accordion — allowing only one section to remain open at a time. This reduces visual clutter and improves navigation, especially on mobile.
