Rollout `Cardano Database v2` feature

Why

We want to progressively rollout the new Cardano Database v2 certification in the test networks and in the mainnet network.

What

Prepare the activation of the Cardano Database v2 certification on the test networks and mainnet.

How

• Assess compatible versions with the backward compatibility test with the new CardanoDatabase signed entity and type and the last 3 distributions:
  • 0.2.237: ✅
  • 0.2.228: ✅
  • 0.2.221: ✅
• Compute the share of stakes running a compatible signer on the networks:
  • pre-release-preview: 94% >= 0.2.221
  • release-preprod: 94% >= 0.2.221
  • release-mainnet: 85,71% >= 0.2.221
• Deploy on test networks when at least 65% of the stake are running a compatible signer:
  • Activate on pre-release-preview
  • Activate on release-preprod just before epoch transition
  • Activate on release-mainnet just before epoch transition
