Change storybook builder from builder-webpack5 to builder-vite

The initial attempt at this with @storybook/builder-vite 0.2.2 didn't go well (the builder failed to resolve dependencies) but as the project evolves it will most likely work out the kinks. Check back once in a while to see if this update is possible since it will clear out some dependencies.
