Post a "new alert rule created for this channel" notification to a new channel

Problem Statement

As a user modifying a new/existing rule, I want to know if my alert rule has been configured correctly for a new channel. As a user following a slack channel that Sentry alerts to, I want to know if there are updates to the alert rule(s) sending to the channel.

As a user, after I save a new alert rule, changes are posted to my channel.
