Reviving Add BuildProgressPlugin

I was just wondering if there was any interest in reviving the Add BuildProgressPlugin PR that got closed back in January, 2019

I believe @Timer had it working but wasn't happy with the progress accuracy -> is this still true? not sure if anything has changed but to me it seems like something would be better than nothing

anyone else interested in this? I could try and revive the PR again at some point in the next few weeks

I think we should abandon this pr and create a new one that use this plugin instead: https://github.com/clessg/progress-bar-webpack-plugin

I'll let @Timer chime in on this one, as I wasn't across it in detail. If there's a newer, more accurate version, that could also be good to discuss.

By the way, "back in January, 2019" is scary to say so soon ;)
