`case_utils.local_uuid` should be removed to complete export

PR #140 exported case_utils.local_uuid to cdo-local-uuid, and left a DeprecationWarning for users to migrate their code.

After 0.15.0 (a release or two afterwards), case_utils.local_uuid should be removed.
