This PR adds a webpack.d.ts file so that the errors in #700 are gone. Protractor has an issue with their typings, so I had to use
skipLibCheckfor that (angular/protractor#4361 (comment)). The previous workaround (#702) is no longer necessary if these changes are applied. I'll do some final testing before merging this
