based off #140 , merge that one first to reduce number of changed files
This PR reworks the GH build workflow to allow for a Windows local runner to sign the Windows build and upload the artifacts.
Moreover, in a few weeks GH actions will depreca Node 16, so the version was bumped to 18.17 as used in other Electron applications builds.
A new file in
build_resourceshandles the configuration part for the Windows runner.
