ng update loses "budgets" section when converting .angular-cli.json to angular.json

Repro steps

• Following the steps at https://update.angular.io/ to go from 5.2 to 6.0, I ran ng update
• .angular-cli.json is successfully converted to the new angular.json format, but the budgets section is missing in angular.json

I realize I can probably just go re-add the budgets section myself, but just wanted to make a note of this since it wasn't mentioned anywhere and it might come up for others too.
