gh is the official GitHub CLI.
gh issue createcan create issues so we don't need to use thepeter-evans/create-issue-from-fileaction.The
gh issue createcommand has been used in https://github.com/GenericMappingTools/gmt/blob/master/.github/workflows/remind.yml, and works well (see GenericMappingTools/gmt#8249).
