I have checked that this issue has not already been reported.
I have confirmed this bug exists on the latest version of pandas.

Reproducible Example
Issue Description
The empty values are filled with values that shouldn't be there.
Expected Behavior
The value in the first and second column index after sorting should be
np.nan
but instead it's filled with4.0
