Your Apache is built for 64 bit, but your Python and compiler are 32 bit. It looks like you are using 32 bit for Python and the compiler, and so is likely this. Everything should be 64 bit, or everything 32 bit, although since Apache is generally only available as 64 bit, you really need to be using 64 bit for everything.
You aren't using Apache Lounge distribution of Apache. It is only one known to work for sure. Other such as that from Apache Haus, various WAMP distributions, and Chocolatey package manager, are missing bits required to compile third party Apache modules.
